When i try to upgrade to Catalina from Mojave on my imac 2013, i get an error message that says "the operating system is not approved for install" i have confirmed catalina is compatible with the system. Please assist and/or advise.

How are you trying to download & install Catalina?
Is Mojave fully patched to 10.14.6?
Are you running any anti-virus apps, cleaning/optimizer apps, or third party security software? If so, then uninstall them by following the developer's instructions. Reboot and try installing Catalina again.
What file system is the boot volume using?
