After updating to iOS 18 (IPhone 15 pro Max) I still don’t have RCS messaging in the messages app. I’ve talked with the carrier (Orange) and they’ve said that they have support for RCS messaging. What could be causing the problem?

The only countries I see that might be offering in the EU at the moment is France, Germany, and Spain, through SFR. O2 and Telefonica. So until some company in Romania offers it it won't appear on your iPhone.
Are you connected to iCloud when using it?
When using what? The option to turn on rcs is not there.
