My cellphone only rings one time. Yet phone calling rings several times. How do I fix this?

I call my cellphone from another phone. My cellphone will ring one time only, but I continue to hear the other phone ringing. After 4 rings my cellphone goes to voicemail, which is not the voicemail I set up. It is the system voicemail. ???
