Unexpected Errors with Apple Configurator 2

I'm trying to enroll iPads into Mosyle MDM through Apple Configurator, and some iPads work first try and some don't work at all. The ones that don't either fail because of a network error, or the following code:

Provisional Enrollment failed.

Provisional Enrollment failed. [MCCloudConfigErrorDomain – 0x80EF (33007)]

What can I do to fix this?
