Does the a Apple Watch series 10 (gps only) bought in Japan work in Sweden?

It will work, and from what I can tell there are no feature restrictions on an Apple Watch in Japan (though I may have missed something). But I strongly recommend not purchasing an Apple Watch outside of the country in which you live. The warranty on an Apple Watch is not international and so it would be quite possible to find that if you needed service you could not get it in your country.

Yes, you can purchase AppleCare+ in Sweden, but most likely not for an Apple Watch purchased in Japan, though you can contact Apple and ask:

The warranty is for one year against hardware defects, unless you purchase an AppleCare+ extended coverage plan, which again is not international and may not be honored in Sweden if purchased in Japan. As to what your risk might be when purchasing outside of your country, the risk is that you may not be able to get service at all back home, in which case you'll at minimum be out the cost of the Watch.
