iPads have had models with both cellular and Wi-Fi options, and models with Wi-Fi only, for many years.
The iPad Air 13” and iPad Pro 13” models are available with both cellular and Wi-Fi, or Wi-Fi.
Apple is moving to eSIM more generally, and both iPad Air 13” and iPad Pro 13” cellular-capable models are eSIM.

If the iPad has no Wi-Fi and no cellular, a Mac or PC or a trip into Apple Store can be used for the update.
iPad 8th gen is too old for 5G communications, so no cellular updates for that.
As an alternative to 5G, various carriers offer a device (sometimes called a Jetpack or MiFi) that can use cellular as the internet network connection for a local Wi-Fi network. This can allow a non-5G iPad to perform updates over cellular. (This does need lots of cellular data, and that can be expensive.)
Another option where terrestrial ISPs are not available can be Starlink.
SIM and eSIM are seemingly unrelated to whatever is happening here, with this iPad 8th gen. Please describe the issue or limit or concern with the iPad 8th gen.
