I have moved from one region to another and wish to change to my new region
However if I do this my children’s music will be lost as they share my subscription but live in the old region
I wish to move the administrative features to my daughter so there is no problems with their current songs

Sorry, that is not possible. Subscriptions are personal and non-transferrable. You also cannot transfer admin rights to a Family Sharing group.
Your daughter would need to subscribe herself to Apple Music, and then leave the current family sharing group; and create a new family sharing group from which to invite your other children so they can continue to access Apple Music.
