Pages, Page Layout bug in Sequoia
While using a card template, the Format Inspector Pane tools switches from Page Layout to Word Processing

What specific card? If you click on a card's Text box, and the associated Text tab, you will see a typical word-processing format panel because that is what is inside a Text box. You are still in a Page Layout template as the Document panel would depict.
