Buying a Phone from Remote Location

Hi. My iPhone was totally destroyed while I am working in a remote Caribbean Island that has no iPhone Stores. All of the USA Apples Sales Support seems to be by phone - (I can't find any link text support) - but I don't have a Phone. Does anyone know, if it is possible, and if so what the procedure would be, to buy a new iPhone from Los Angeles - have it loaded up with my cell carrier info and iCloud - and have a co-worker pick it in LA before they travel here.
