Apple Intelligence hasn't been released yet. Apple has announced that it will be available later in fall 2024. Unfortunately, until the official release, it won't show up in your settings. Keep an eye out for updates from Apple, and once it's available, you should be able to access it. If you have any other questions, feel free to ask!
The latest update was iOS 18.0.1, not 18.1.
