I'm trying to import my old playlists, and followed the steps in a community answer, that called for going to iTunes > Library > Import Library. But when I go to the Library, in the File menu, Import Library is not listed. Export Library, Consolidate Library are there.

You can use File > Library > Import Playlist... to import an XML playlist generated by File > Library > Export Library...
