To have Apple remove the scammers ID from your phone, you need to take the phone along with the original receipt for the phone from Apple to an Apple store. They will unlock it for you.

What, EXACTLY, did they do?
If you allowed someone else to log into iCloud on your phone with their Apple account, or you were tricked into logging them into your phone using account that was not yours, the only way you will regain access to the phone is to present Apple with the original proof of purchase for the device from Apple or an authorized retailer.
If you can't do that, you may as well toss it in the recycle bin. There is no way to bypass the activation lock.
Without the original proof of purchase, you can not confirm at all that you are the owner of the phone.
No Apple employee can help you if you do not have the original receipt.
If your "evidence" does not include the original proof of purchase for the phone from Apple or an authorized retailer, then your "evidence" is worthless.
