The Settings window on my work laptop 2023 MacBook Pro (16”) has started acting strangely, opening and closing on its own every minute or so. It’s incredibly disruptive, especially since it will sometimes close the window when I have it open. It feels like it’s operating on its own, and I haven’t made any recent OS updates that could explain the issue. Has anyone else experienced something like this?

Uninstall all third party apps that are Cleaners/Optimizers/VPN/Anti-Virus
all known to cause issues on the macOS
unplug all non-essential peripherals when testing.

Maybe you should do a recent update(?)... they are designed to improve performance, fix bug, and security issues...
What you can try —
A SafeBoot Start up your Mac in safe mode - Apple Support will sort many anomalies
Does a quick disk repair before it fully boots up, and certain system caches get cleared and rebuilt, third party system modifications and system accelerations are disabled temporarily.
Login and test. Reboot as normal and test. Caches get rebuilt automatically.

I found an old thread where someone had the same problem and said they'd fixed it, but they didn’t share the solution, and I can’t reply as the button is greyed out. They mentioned they'd disabled something called ‘Logger’ in privacy settings and that's what was causing the Settings window pop-up. Any further suggestions on how to fix this? Latest update was already installed.
