Will Apple TV work in Mexico, specifically Baja and if so will it stream the same shows and movies as seen in the US?

If you mean content from Apple TV+, then probably yes, if your Apple Account is still set to the ‘old’ country.

If you mean purchased content from the Store, then probably yes, if your Apple Account is still set to the ‘old’ country.

If you mean third party in-app Channels through the Apple TV app, then those may be geo restricted by the originating content provider.

If you mean third party apps on the Apple TV box, then some of those may be geo-restricted by the originating content provider. E.g. Netflix and Prime Video have their catalog slightly different by country, but their service is mostly worldwide. E.g. many US TV network stations do not work abroad (often by geolocation based on IP address). Each third party service will have their own terms and conditions.

Officially, Apple provides their services only for your Home Country. I.e. their commitment stops at the border for some services. Some things may still work abroad, but not all. YMMV. Other user reports may be an indication of what keeps on working.
