Unable to locate Background refresh for Safari in, General and Background App Refresh

In iOS 18.1 I’m unable to locate background refresh for Safari in, General, Background App Refresh.

anyone can fill me into where it’s moved?

Media played in Safari ends when closed.

I don't think there was ever this setting before. I just checked an old iPhone 7 Plus and there is no entry for Safari in the Background App Refresh list, and it is not on my iOS 18.0.1 and iPadOS.
