English language in the apple store
I know there is currently no option to change the language in Apple Store without changing the region, but why I cannot have English as a chosen language when I am based in Switzerland?

You would have to ask Apple that question. Apple Support Community is set up as an end-user to end-user technical issue support service (i.e., users like you helping other users). We are not Apple. Feedback for Apple will likely get more attention if you send it using: Product Feedback - Apple
Apple may not respond but your comment will be read.
That said, I have seen people make comments like yours for 20 years now so I suspect either nobody has complained about it, or Apple simply has higher priorities. The number of native speakers of other languages in many countries is probably insignificant in comparison to the translation effort to render all of Apple's store site in all world languages.
