No, your iPad is not "too old to restore".

Restoring your iPad to factory settings will fully erase the iPad - and reinstall a fresh copy of the most recent version of iPadOS supported by your iPad. For the sixth generation iPad (a.k.a., iPad6), this will be iPadOS 17.7.
