You cannot update an iPhone 7 Plus to iOS 16 or higher. The iPhone 7 Plus, which originally shipped with iOS 10, isn't compatible with iOS 16, 17, or 18. If there are apps that you want to run that require iOS 16 or higher, you will need to do without those apps, or get a newer phone.

Go to settings under general and tap software update. You should see updates that ate waiting to be installed. You can also toggle on automatic updates so your phone can update while charging.
