Im trying to download a free app on app store but keeps asking for verification and my card on file says it's failing. Wont let me remove it due to a subscription and wont let me continue or download the app due to this problem. Why am I required to have a card for a free app?

For verification purpose you're never charged to download free apps.
Insert another valid card for your subscription, then delete the old card and add the new one
