How to unlock a disabled iPod without iTunes?

this is my dads old iPod he doesn’t know what the password is or was so i kept guessing and now the iPod is disabled i dont have iTunes or a computer nothing is working

Use a friend's or a public computer; if it's a Windows PC, it'll need to have iTunes or Devices installed, and if it's a Mac on Catalina or newer, restore the iPod in the Finder. There aren't any other ways.
