You'll need to turn off restrictions first if you currently have that enabled. Go to Settings > Screen Time > Content & Privacy Restrictions, and turn that off.
Use Screen Time on your iPhone, iPad, or iPod touch
Once you've turned off the restrictions, you can then sign out.
