I have M3 Macbook Pro 13 inch running MacOS Sequoia 15.0, in Printers & Scanners I have added Brother DCP 9020CDW and I am successfully able to print over AirPrint. It's an all in one printer but I am not getting scan option.

AirPrint is only Printing. You need an Image Capture Architecture (ICA) driver for the scanner portion of the All-in-One.
Some devices have that embedded in their firmware (yours apparently not); for others, you would need to download the driver from the manufacturer's website. Not all of them specifically call it out as an ICA driver, though.
Brother has not updated the drivers for your printer since 2019. They do list it as an ICA driver. Give that a try.

It likely did. I think Apple changed the AirPrint and ICA protocols with Sonoma. Many people had to go find new drivers for both Scanners and Printers when Sonoma was released. I had to get an ICA driver for my Epson when Catalina was released. It previously did not need a driver because the ICA and AirPrint capability was written into the Firmware. When Apple changed things then, I had to download a new drive. The Epson was about ten years old at the time and Epson still provided a new driver for it.
Look in System Settings>Privacy & Security>Local Network to see if your printers and scanners are enabled.
Same printer/scanner worked perfectly with my previous MacBook Air with Monterey 12.7.4, with printer scanner showing to choose. Not th this new M3 MacBook Air running MacOS Sequoia 15.0. Very frustrating.
