I have a few questions
I’m assuming in order to get your entire iTunes library on a new Windows computer you would have to download IMatch on the old Windows and new Windows computer. Is that correct?

There is no thing a Imatch! If you are referring to iTunes Match, Music added to one computer will be available on your other devices.
