After I turn off my iPad it turns itself back on. I use the bottom button and the side button to turn it off. Once I turn it off it goes black screen. But before I can put it down it is restarting. This happens whether it’s plugged in or not.

If you mean the top button and the Home button, that's a force-restart, not shutdown. To turn off an iPad with a Home button, press and hold the top button until the "slide to turn off" appears, then drag the slider. Or you can go to Settings -> General > Shut Down, then drag the slider.

My iPad Air 17.6.1 restarts after I turn it off.
