Why can’t i send a gift card to my friend on AppStore

You can send a “digital” gift card by email to anyone in the same country,

or you can send a physical gift card by mail to anyone in the same country.

The App Store is not used for that. The App Store is for getting apps on your device.

You can't pay for gift cards by using gift cards or Apple Account balance.
