That's what non-Apple "cleaning" scam products do to Macs.


Start by removing CleanMyMac in accordance with its instructions, but it has been my experience that using it to "clean" Macs results in insidious damage that cannot be ameliorated by reinstalling macOS. Often that damage does not become apparent until months or years after having used it, and often manifests with a macOS update or upgrade.


That experience has led me to conclude nothing short of completely erasing the affected Mac and rebuilding it from the ground up is the most expedient solution. That's what I do, and it's what I recommend.


Rule 1 of Macs is don't install junk.

Two cents here and to add to the chorus


Third Party Disk Cleaners / Optimizer 


Any Third Party Applications that will interfere with the normal operation of the OS,  is an invitation for disaster. 


Certain Applications maybe available on the Apple Apps Store - this only means the Developer is prepared to pay Apple a percentage on each sale. 


What the Application may do to the computer is up to the User to check this out before purchase


To put the Third Party Disk Cleaner / Optimizer in context and the damages it may have or has already done.


This type applications can or will Muck Up your User Account ( Home Folder ) of this machine.


It does not touch the Operating System itself unless you consider your User Account ( Home Folder ) as part of the Operating System.


The Operating System is hosed


This will include CleanMyMac , aka “ BrickMyMac


Use Disk Utility to erase a Mac with Apple silicon.

And what on earth prompted you to disable System Integrity Protection and Apple Security? Your Mac is now wide open to Hacking and Malware. Did you do that to be able to install some third party software that wouldn’t install. The fact that you turned off your Mac’s built-in security could be the source of your problems. Something may have gotten in that’s screwing things up. And System Integrity Protection and Apple Security don’t turn themselves off. You did that yourself. Why?


In addition, Time Machine has been turned off and your Mac has not been backed up for ten days now. You are on your knees begging for something bad to happen. Sorry but that’s the truth.
