Automatic window expansion when touching menu bar in Sequoia 15.0.1

When I move a window on screen and its top touches the edge of the menu bar, it automatically expands to the maximum, ie., only the menu bar is visible. I don't want the size changed, only the location.

This just started last night or today. I have a Mini M2, Sequoia 15.0.1. I also noticed that the window disappears and a gray rectangle appears where the widow would expand to, then disappears.

Now, I do not always do everything, so this may not be completely new, only that I have not triggered it until now. But it seems new to me. (I only have one monitor. This may have started with a recent Sequoia update.)

Is this normal or new now? Can it be turned off?

Yes, it's new. Disable Tiling in System Settings > Desktop & Dock > Windows or, move the window away from the edge before you let go.
