Opening System Settings is behaving weirdly

New install of Sequoia 15.0.1 on MacBook Air M2. When I open System Settings, it opens behind the other apps I'm running instead of front and center like it used to. And About This Mac doesn't open at all unless System Settings is already open.

In Disk Utility>View, select Show all Devices, highlight the top left entry.


Run Disk First Aid on all items in the left panel, from top down.


Are you running any VPN, Anti-Virus, or Cleaning apps?


On your Mac, choose Apple menu  > Shut Down.

Wait for your Mac to shut down completely. A Mac is completely shut down when the screen is black and any lights (including in the Touch Bar) are off.

Press and hold the power button on your Mac until “Loading startup options” appears.

Select a volume.

Press and hold the Shift key, then click Continue in Safe Mode.

The computer restarts automatically. When the login window appears, you should see “Safe Boot” in the menu bar.

Does the problem occur in Safe Mode?

I _think_ I've located the problem. While this computer was foobar, I was using my smaller MacBook Air and since there is less screen real estate, I didn't use any widgets - and I didn't have the behavior. I just deleted all the widgets on my newly installed MacBook and the problem is not there. Total bummer as I like my widgets. Oh well.


So I started adding back widgets and checking the behavior and now things appear to be working properly. Sorry to say again, I just don't get it.

I'm still trying to setup this machine. Today I erased the disk and reinstalled, so things are still a little chaotic. The behavior is inconsistent. I tried to nail it down in my question, but it's inconsistent. Like right now, I opened the Settings and the window popped right out to me. Sorry - I will try and work on it some more and update the thread. And I will follow your procedure and let you know. Thanks.

Hi. Well I finally had to completely reinstall Sequoia and now I find that no apps open in the foreground. Cmd-tab always has that recently opened app to be at the end of the line. No VPN. No anti-virus. Just a clean install. "About This Mac" does not open at all unless System Settings is already open. I just don't get it.
