Why is my iTunes on Windows not syncing right?

My iPhone 13 Pro Max continues to revert to the previous playlists that were there before I started using my iTunes on my Windows 10. Before that, I was syncing with Apple Music on my Mac Pro that had macOS Sonoma, which Apple Music had problem of shutting down as soon as it opened on the screen.

What should I do?
