Tried swapping an ssd for the hd in a fusion version on a 21.5 in 2019 imac. Starting chime but blank screen. Fan runs fast. Replaced the hd and still the same. Any ideas?

Did you fuse the two drives after the swap into a Fusion drive?

The reason the fans are going full blast is probably the thermal cable to the HDD was not hooked up properly or replaced as the case may be.

What SSD did you swap for and how big was it? What type is it?

Did you do the work yourself? Why I'm asking is it's more convenient and economical to get an external SSD, clone your boot drive to it (or install the system and add your user data with Migration Assistant and your Time Machine backup).

If the SSD you have is of sufficient size to run on its own you could take it out of the iMac, put it into a quality case (from OWC - [MacSales.com]) and boot and run from it. That way you can easily take it with you when you upgrade your Mac at a future date.
