Blur background when holding down chat bubble isnt working

Noticed that when I hold down a chat bubble in iMessage the background goes a solid color, if its another iPhone user the background goes blue, If an Android user the background goes green, I know with other iPhones the background just blurs the other messages. How do I fix my phone to do the same? Ive tried going to my settings -> Display & text -> Reduce transparency.

My setting for this is off, I've even tried turning it on , restarting my phone , going back and turning it back off and restarting my phone again and still no change. Such a small problem but it bothers me so much, any help would be appreciated!
