Everything other than what, exactly? Not all apps are coded to rotate.
It rotates with most apps like Safari or games, and even in camera it will rotate for taking pictures such as portraits or selfies or any type of picture. It just will not rotate for panorama.

- Make sure Screen Rotation Lock is turned off.
- Remember that not all apps support rotation.
Panorama is a 3rd party app, which is not owned by or associated with Apple at all. If it won't rotate, then they didn't code their app to rotate. Apple cannot do anything with the code in someone else's app. Contact the app developer of this app and ask them if they plan to add rotation to their app. It's entirely up to them to code that.
