macOS Sequoia v15.01 disabled iCloud syncing

After upgrading to Sequoia iCloud syncing has been disabled for the following:

iCloud Drive

Passwords & Keychain

Notes

iCloud Mail

Contacts

iCloud Calendar

Reminders

Safari

The button labeled "Sync this Mac" is greyed. Also, the dialog has the message "This setting has been configured by a profile". There are no profiles on my M1 MacBook Pro 16.

Any feedback would be greatly appreciated.
