is there any way to Control AppleMusic on windows from an iOS device?

I doubt it. Nothing in the Apple Music User Guide for Windows - Apple Support suggests it is possible. Many features of iTunes are not carried over into the Apple Music for Windows app. Unless you really need to use Apple Music for Windows (I cannot think of any positive benefits) then revert to iTunes for Windows. You have to uninstall each of Apple Music, Apple TV and Apple Devices for full iTunes functionality to be restored.
