Apple Intelligence did not show up on two of my devices that should be supporting it.

I have an iPhone 15 Pro Max, with Siri set to US English, updated to 18.01 and don’t see the button for Apple Intelligence. I can’t request to join the waiting list because the only button I have is for Siri. My iPad Air has an M2 processor and also has the correct language settings, but also don’t see an Apple Intelligence button in settings after the update. Any advice about why this might be happening?
