Rows 10 and 106 I want to COUNT col E only T1, but only if ITS a SIC from COL A

Here's a simple example:
Instead of the Excel-like structure of your table my example takes advantage of Footer Rows in Numbers. Row 12 is defined as a Footer Row, which allows me to put a simple formula in E12 that refers to the entire column above it and to Column A.
