Rejection from App Store

If anyone has good insight into this comment from the App Store, I would greatly appreciate it. We are a developer that licenses 3rd party marks to develop our own content. We own the content, but Apple keeps telling us that the Licensor needs to submit the app. Not sure if it is a misunderstanding or something unique we have done in the submission. We have launched 100's of apps with third party marks and usually we can get through the submission process, but this time it has proved challenging:

Regarding Guideline 5.2.1, apps branded for a specific client need to be submitted by the business or content owner under its own Apple Developer Program account. Providing authorization documentation for using third-party content in your app will not resolve the issue. The app must be submitted by the content owner.


Although your app needs to be submitted under your client's own Apple Developer Program account, you may continue to provide technical assistance and support the development of your app as a Account Holder, if the account is registered as an organization or a company. You cannot be added as an Account Holder to an Individual Apple Developer Program account.


We look forward to reviewing your resubmitted app.
