i live in Canada if I travel to the states can i download the software for AirPods Pro 2 Hearing Aid Feature and use in canada? As of right now we have to have a licensed audiologist prescribe them. Cost is very expensive

The feature has not been released yet.
it will require an update to iOS and a firmware update to the AirPods.
We have no way of knowing if you can install it just because you are in the States temporarily.
My first instinct is to say no.
To clarify. In many countries you can use the pro2 as a hearing aid device. You need to do a test( not avail in Canada) which will set up your air pods depending on your hearing loss. In the States you can have OTC hearing aids. Not so in Canada.

Using AirPods Software in Separate Countries:
A. Software for AirPods to Work:
Not certain which software you are talking about, but if it is just the firmware installs so that they work, then there is no concern here.
B. Let your Account Be:
If you are just visiting a different country/region than where you Apple ID is assigned, then let things be. If you were to change the address, all would be lost. Purchases need to be repurchased in order to use them in a different country/region. This all has to do with licenses between Apple and the Studio or Developer.
