If you are the original purchaser of the phone – and have a receipt from Apple or an Apple Authorized Reseller that shows your name and the serial number of the phone – you could file an Activation Lock support request.

How to remove Activation Lock - Apple Support

If you are not the original purchaser, or do not have proof of purchase documentation that is satisfactory to Apple, you're hosed. You won't be able to remove the Activation Lock, and it would not be a good idea to pay ransom to criminals even if you thought that they were actually going to give control of your phone back.
