Can not setup ad hoc network in Sonoma 14.7 onMacBook Pro 2019
Cannot find create network within Sonoma 14.7

The old "create network" that used to be in the Wifi menu is not there, but you can use the networksetup command in Terminal.
If all you need is to share the internet connection, for example, from a mac connected via Ethernet to other devices using Wifi, you should not need to first create that ad hoc network, just go to System Settings->General->Sharing->Internet Sharing, and choose the source and target.
