iTunes Store is unable to process purchases

I’ve did almost everything in the support page, restarting my iPad, deleting and installing the app i have trouble with, removing my payment method and adding it back, signing out and signing in again in my apple acc, and updating to the latest software but nothing seemed to work, please help.
