When you click on the application, you can edit the phone's desktop. But there is no “delete application” function. There is no cross on the application, only a dash. When you click on the “dash”, a menu appears where there is a function to delete the application, but when you click on it, the choice “remove from home screen” appears

Sounds like you have Screen Time restrictions or attempting to delete a system app that cannot be deleted. To check your Screen Time Restrictions, go to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps, and make sure it is set to Allow.
