My sister has the iPhone 13 and I’m wondering if I can get the new Siri UI, or is it only available with Apple Intelligence

Do you have a beta? AI hasn’t been released yet.
That glow is part of Apple Intelligence. Your sister will not be able to get that on her iPhone 13. However, you will get it on your iPhone 15 Pro Max.
What new Siri UI? If you have iOS 18.0.1 you have the “newest” Siri available for your device. And Apple Intelligence isn’t available for the iPhone 13 and never will be.
