Mail downloads entire inbox every time i login. Currently downloading messages 2441 of 31808. How do i stop this from being necessary - i'm happy to dedicate some disk space to the inbox if that helps.

Not sure if it is Mail that is causing that. It might be a misconfiguration on your email service supplier. You should check where you are storing your Mail. Is your Mail IMAP or POP. If it is POP change it to IMAP and that would be done on your email service supplier website.
Also check you setting in you email settings. Account. (tap on your email) and then look on Mailbox behaviour. This is how I use mine for Gmail. It's IMAP
