How long does it take for iCloud to sync on PC?

Edit: Welp, I thought I found a solution in marking certain folders "Always Keep on Device". It looked like it was working, but in a side-by-side comparison with File Explorer and iCloud Drive through a browser, it's obviously not synced at all.

I would like an answer as well. I renamed and organized a fair amount of small files (documents, fonts, etc.) - all below 5Mb. It has taken over a week and it's still not synced on my iPad. I can't seem to find any sync settings on the PC side. :(

iCloud does not recognise my password. It obviously works in my Apple account - because here I am! How do I get into iCloud on my Windows laptop?
