Can I make or receive calls on my Apple Watch if my iPhone is in airplane mode without wi-fi?

I have latest software on both watch and phone. Have spent HOURS on the phone with Verizon and no once can solve this issue. I have been told multiple answers such as phone needs to be near watch for watch to work etc. None of this was an issue with my Apple watch 5 that I just replaced. The apple watch 10 should work on its own as a phone so that I can go for a long walk and still be able to make and receive calls without taking my iPhone and only taking my watch.

From what other users report, this may also depend on the carrier.

Some users can leave there iPhones at home, but the iPhone has to be connected to Wi-Fi or cellular network, so that they can receive calls via the cellular network work.

In my case I can switch off the iPhone completely and still be able to receive and make phone calls on the Apple Watch with a cellular plan.
