Why does it consume so much CPU/Memory/Energy? It is at the top of other apps running. Is it the Apple Notes? What should I do to remedy the issue?

It’s part of macOS. It has (very occasionally) been known to get busy, and for reasons unclear.
Tried restarting the Mac into Safe Mode?
Any add-on anti-malware apps, add-on cleaner apps, add-on firewall apps, add-on VPN apps, or similar, installed?
Remove the cleaner app, and remove the first-few-hops VPN, and test again with solely the Cisco VPN loaded.
Just CleanMyMac.app, Cisco AnyConnect.app, and SurfShark VPN. I barely use the latter 2.
