Apple Watch won’t force restart screen is black

watch set off an emergency alarm without my knowledge. Caused an uproar. Put on the charger due to low battery. Took off when fully charged and it kept going to a reset watch to factory settings. Only button to push was reset. No cancel button. Then I tried turning off the watch but just kept getting reset screen.

now it will turn on briefly when crown is held down but doesn’t move past the Apple logo.
