Can we recover permanently deleted photos and videos on iPhone?

I am wondering where do permamently deleted photos go on iPhone? Although I had deleted them from my "Recently Deleted" album, I still cannot find them in my Photos app or iCloud. I am worried that they are gone permanently and cannot be recovered. I have tried searching for solutions online, but have not found a clear answer

If you delete them and then also delete them from Recently Deleted (or wait 30 days) they are gone. iCloud Photos is a syncing service and any new photos, edits or deletions on your phone are synced with iCloud Photos if you have iCloud Photos turned on.


The way that you might have a chance to recover them would be if you emailed or texted a copy to someone, copied them to a computer, or if you have iCloud Photos turned on in a Mac and made a Time Machine backup of the Mac before the deletion.
