I. Start with a Screenshot:
What happens when you take a screenshot? IF Photos is enabled in iCloud Settings, see if you see this error, when view in iCloud at https://www.icloud.com/photos? If so, then it is an issue with the iOS, if not, then it is a hardware issue, and you should get this serviced. Go Here: Take a Screenshot on iPhone - Apple Support

If this is not shown in a screenshot, then get this serviced. You have a one-year, out-of-the-box, limited-warranty with this. So, see if it can be fixed, and if it would be of no cost to you (if found to be faulty device).
A. To Set Up a Genius Bar Appointment:
Set up a Genius Bar Appointment (GBA) at your local Apple Store.
B. What to Bring:
